The 5th Forum of Rectors of Universities of Uzbekistan and Japan is being held in Samarkand
On October 30–31, 2025, in the historic city of Samarkand, the 5th Forum of Rectors of Higher Education Institutions of Uzbekistan and Japan began its work under the theme:
“Harmony Between Knowledge and Society: Interdisciplinary Approaches Toward Human Development and Innovation.”
This prestigious event is organized by the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan in cooperation with the Ministry of Education, Culture, Sports, Science and Technology of Japan.
The forum is attended by the heads of leading universities of both countries, scholars, and specialists.
The delegation of the Uzbekistan State University of World Languages (UzSWLU) is also actively participating in the forum.
The Rector of the university, Professor Ilkhomjon Tukhtasinov, and the Vice-Rector for International Cooperation, Abdurahim Nasirov, are taking part in the forum’s proceedings and discussing issues of academic exchange and cooperation with Japanese universities.

One of the most important events of the forum was the signing by Professor I. M. Tukhtasinov of an agreement with Professor Kyosuke Nagata, President of the prestigious University of Tsukuba in Japan, regarding a student exchange program.
This agreement will elevate scientific and educational cooperation between UzSWLU and the University of Tsukuba to a new level and strengthen mutual understanding, friendship, and the exchange of experience among the youth of both countries.
Agreement on Student Exchange Between UzSWLU and the University of Tsukuba
The agreement signed between the Uzbekistan State University of World Languages (UzSWLU) and Japan’s University of Tsukuba provides for the establishment of a student exchange program between the two universities.
According to the agreement, the program covers the following key areas:
- 
	Purpose: to enable students to gain international academic experience and to promote friendly relations between Uzbekistan and Japan. 
- 
	Duration: the exchange period shall not exceed one year. 
- 
	Quota: up to two students from each university may participate annually. 
- 
	Degree status: students continue their studies at their home university and are not eligible to obtain a degree from the host institution. 
- 
	Admission requirements: each university determines its own admission procedures, but simplified conditions will be provided for exchange participants. 
- 
	Academic recognition: after completing the exchange, the student’s grades and credits will be recognized by their home university. 
- 
	Tuition: exchange students are exempt from tuition and registration fees at the host university. 
- 
	Expenses: accommodation, meals, insurance, and other personal expenses shall be borne by the students themselves. 
- 
	Support: the host university will provide practical assistance to students regarding housing and visa matters. 
This program offers UzSWLU students the opportunity to become familiar with Japan’s advanced education system, to adopt modern scientific approaches, and to gain valuable international experience.

Agreement on Academic Exchange and Cooperation Between UzSWLU and the University of Tsukuba
The agreement signed between the Uzbekistan State University of World Languages and Japan’s University of Tsukuba covers the following areas:
- 
	exchange of professors, lecturers, and researchers; 
- 
	conducting joint scientific research; 
- 
	development of academic programs, textbooks, and teaching materials; 
- 
	organization of joint seminars and conferences; 
- 
	implementation of joint master’s and doctoral programs.
